CityLab Urban Intelligence Approach
CityLab defines Urban Intelligence as a city’s capacity to combine its accumulated knowledge, human experience, governance capacity and urban memory with data, technology and artificial intelligence.
Developed by Serdar Aslan, this approach moves beyond technology-centred smart city models. Its purpose is to transform a city’s accumulated knowledge into better, faster and more sustainable urban decisions through the multiplying power of technology.
What Is Urban Intelligence?

Why Urban Intelligence?
I have been working on smart cities for years. As this work developed, one thing became increasingly clear to me: explaining a city only through technology is not enough.
Sensors, data platforms, digital services and artificial intelligence are all important. But a city is much more than its technological infrastructure.
A city has memory. It has human experience, governance history, planning culture, economic structure, democratic capacity and a shared body of knowledge built over time.
I developed the concept of Urban Intelligence to address this missing dimension.
What Is Missing in the Smart City Narrative?
For many years, the smart city discussion has focused heavily on technology.
More sensors, more data, more connectivity and more automation have often been treated as signs of a smarter city.
But having technology and using it intelligently are not the same thing.
A city may have advanced digital infrastructure, yet if it cannot learn from its past, listen to local experience, improve its governance capacity or transform data into better decisions, how intelligent is it really?
This is where my Urban Intelligence approach begins.
Why Did I Formulate Urban Intelligence This Way?
I express the approach through a simple formula:
Urban Intelligence = Urban Accumulation × Technological Multiplier
I deliberately use multiplication.
Technology does not create Urban Intelligence by itself. Its value depends on how effectively it strengthens, processes and activates the knowledge already accumulated by the city.
When urban accumulation is weak, technology alone has limited impact. When strong urban accumulation is combined with the right technological capacity, the result can become a much stronger form of urban governance intelligence.
Why Is Urban Accumulation at the Centre?
I define Urban Accumulation as:
Urban Accumulation = Urban Memory + Human Experience + Governance Vision + Planning + Economy + Democratic Intelligence + Sustainability
Cities continuously produce knowledge.
They learn from disasters, transportation systems, economic change, migration, neighbourhood life, public spaces, successful policies and failed decisions.
This accumulated knowledge may often be invisible, but it is still there.
The first requirement of Urban Intelligence is to recognize this knowledge and bring it into decision-making.
Why Is Technology a Multiplier?
The second part of the formula is:
Technological Multiplier = Data × Technology × Artificial Intelligence
Data, digital systems and artificial intelligence provide urban governance with capabilities that were not available in the past.
However, I do not see technology as Urban Intelligence itself.
Its role is to help cities read their accumulated knowledge more effectively, reveal hidden relationships, anticipate risks and support better decisions.
That is why technology is not the objective. It is the multiplier.
Experience Is Bigger than AI
Artificial intelligence is developing at extraordinary speed.
But cities are not only data sets.
The experience of a resident who has lived in the same neighbourhood for decades, the observations of a municipal worker in the field, or the knowledge of a local shopkeeper may never appear in a database.
This is why I often use the expression:
Experience is bigger than AI.
This is not an argument against artificial intelligence.
On the contrary, it means that AI becomes more valuable when it works together with human experience, local knowledge and urban memory.
How Does Urban Memory Become a Future Decision?
I do not see urban memory simply as the preservation of the past.
Its true value appears when knowledge from the past is used in future decisions.
If a city learns from a previous flood and changes its infrastructure, draws a new mobility policy from a transport failure, or avoids repeating an old planning mistake, memory has become an active governance capacity.
I describe this transition as:
From Urban Memory to Urban Intelligence.
What Kind of Urban Governance Does Urban Intelligence Propose?
For me, an intelligent city must have three basic capabilities:
Learn from the past.
Understand the present.
Make better decisions for the future.
Urban Intelligence is therefore not merely a technology policy.
Mobility, disaster management, environment, economy, public space, energy, social policy, democracy, governance and quality of life must be considered together.
The real intelligence of urban governance emerges from the ability to understand the relationships between these areas.
How Is Urban Intelligence Applied at CityLab?
I do not want Urban Intelligence to remain only a theoretical concept.
Through CityLab, we are working to make the approach measurable, comparable and applicable to urban governance.
CityLab Score AI and our other research and assessment frameworks are part of this effort to transform Urban Intelligence into practical decision-support and governance tools.
For me, the real value of theory appears when it can be applied.

What Does Urban Intelligence Ultimately Mean?
For me, the essence of Urban Intelligence is simple:
A city does not become intelligent simply because it uses technology.
It becomes intelligent when it can learn from its past, understand its present and make better decisions for its future.
I summarize this approach with the formula:
